Abstract

This study examines bureaucratic accountability in the United States and Nigeria which emphasizes the importance of effective oversight mechanisms to ensure that public officials (agents) act in the best interest of citizens (principals). The research aims to compare the structures, practices, and impacts of bureaucratic accountability on public service delivery in both countries, highlighting how accountability mechanisms influence governance outcomes. A qualitative comparative approach was employed in this study. Data were collected through secondary sources, including policy documents, academic literature, and governance reports. The data were analyzed using thematic content analysis to identify and compare patterns, institutional frameworks, and accountability mechanisms in both the United States and Nigeria. The findings reveal significant structural, institutional, and cultural differences between the two countries. The United States benefits from strong legislative oversight, robust transparency laws, and an independent judiciary, which contribute to greater efficiency, responsiveness, and public trust. In contrast, Nigeria faces challenges such as weak enforcement mechanisms, political interference, and systemic corruption, which undermine public service delivery and reduce citizen confidence. The study concludes that bureaucratic accountability is a key driver of effective governance and quality service delivery. It recommends strengthening institutional capacity, enhancing transparency frameworks, promoting political will, and adapting context-appropriate elements of the U.S. accountability model to Nigeria's governance environment. These reforms are essential for bridging accountability gaps and fostering sustainable administrative performance.
